I’ve never used self tanner before, so I’m going to give you advice based off of companies I trust and reviews from friends who have used them.
I would go with Lavera’s Self Tanner. I love their company and their products. Their self tanner is vegan and comes very highly reviewed.
My friend Kate wrote a review on Arbonne’s self tanner. She did not have a good experience, so I’d avoid that product.
You’ll probably have the most luck tracking down Alba’s self tanner. From what I read, it’s seems to be a fairly decent product.

Yes. Personna is made by the American Safety Razor Company. They’re listed here on PETA’s cruelty free list: http://www.peta.org/living/beauty-and-personal-care/companies/search.aspx?Product=12.88&Range=0
Personna does not make any shaving creams. They only make razor blades. There are no products (creams, liquids, etc…) that would be tested on, so they wouldn’t need to list on their company page if they’re cruelty free.
I find that most vegan blogs and websites focus on food and recipes, which is why I tend to focus on all other aspects of veganism.
